The tallest house in Balti has been made energy efficient

The tallest house in Balti has been made energy efficient

This is the first completed project for the complete thermal rehabilitation of a residential building of this size in Moldova.

The rehabilitation works included thermal insulation of the building, modernization of the facade, and thermal insulation of the roof and basement. As a result of the works, 80 apartment owners in the building received improved thermal comfort and lower bills.

The first results have already been announced. In the second half of the 2024-2025 heating season, the residents recorded a 20% reduction in heat consumption, and some of them even up to 50%. According to the project forecasts and technical parameters, for the next season it is expected to reduce consumption by at least 35% for all apartment owners.

The financing model applied is also innovative for Moldova. About 80% of the costs were covered by contributions from development partners. And 20% of the apartment owners’ contribution was obtained as a bank loan, since the cost of the works is quite high – 10 million lei. This is a mechanism implemented for the first time in Moldova.

The energy audit and the replacement of the heating medium distribution from vertical to horizontal in the building were carried out back in 2021. This was the first stage. And in 2023, the works on thermal insulation and modernization started. Their completion was officially announced on June 11, 2025.
