
The program focuses on supporting national minorities, returnees from the diaspora, refugees, as well as children and students from other linguistic and cultural backgrounds. It provides for differentiated trajectories of Romanian language learning, adaptation of curricula, language support and special educational measures aimed at reducing gaps in language proficiency.
As noted by the Agency for Interethnic Relations, the learning, teaching and assessment of Romanian are correlated with the levels of the Common European Framework of Reference for Languages (CEFR). Emphasis is placed on oral language development and the functional use of the language in academic and social contexts.
Among the innovations is the expansion of multilingual education in schools with instruction in minority languages.
The document covers all levels of education, from early childhood and vocational education to higher education and adult learning.
The program is developed in accordance with the Education Code and harmonized with the National Development Strategy “Moldova European 2030” and the Strategy “Education 2030”.
As Logos Press previously wrote, the Ministry of Education and Research launched the implementation of a national strategy for multilingual education in schools of national minorities (școli alolingve). The 2025-2030 action plan envisages the introduction of Romanian as the language of teaching non-language subjects in such schools. The pilot phase of the program is planned until 2027 and will be implemented in selected schools. Based on its results, the implementation mechanisms will be finalized and scaled up. By 2030, it is planned that 90% of schools with instruction in minority languages will switch to Romanian for part of their subjects.
Meanwhile, journalists and experts wonder how the new measures will differ from the existing Romanian-language schools and how the changes will affect subject teachers from Russian-language schools.
