
Today, the Agency for Inspection and Restoration of Monuments under the Ministry of Culture, which is responsible for inspecting, supervising and monitoring compliance with legislation on the protection of historical and public monuments, faces serious difficulties due to limited resources and a small number of staff. The agency employs only 7 people and has only one vehicle for inspections, although it is supposed to monitor more than 1,900 monuments across the country.
In addition to inspections, the agency must stop illegal work on monuments and in protection zones, write protocols for violations, and monitor construction sites.
According to experts, the large volume of functions and lack of staff may paralyze the agency’s activities. The situation is aggravated by an inadequate regulatory framework.
Under these circumstances, the Ministry of Culture has launched a public discussion of a draft government decree on the reorganization of the agency into an administrative unit, which operates on the basis of special regulations. It is planned to expand the staff by 10 people and modernize administrative and technical equipment.
The expenses, including office furniture, computers, printers, cars, telephones, cameras, drones and other tools necessary for inspections and control, are estimated at about 1.5 million lei.
The discussion of the project will last until the end of January.
