
The Parliament adopted in the first reading amendments to some legislative acts, including the Law on Winegrowing and Winemaking.
Under the new provisions, all mandatory contributions from wine producers and allocations from the state budget will first go to the treasury account of the Ministry of Agriculture and Food Industry, which will then redistribute ONVV funds to implement the approved budget.
This decision was taken in response to repeated recommendations by the Court of Audit, which had indicated since 2019 that the current mechanism was not in line with general budgeting rules. The audit showed that subsidies were provided directly from extra-budgetary accounts without proper control, leaving 10.74 million lei unused at the end of 2020. The Court of Accounts repeatedly recommended revising the status of the budgetary administrator.
It is worth mentioning that for the Viticulture and Winegrowing Fund, the state budget for 2026 envisages allocations of almost 59.3 million lei, of which almost 32.8 million lei from the National Fund for Agriculture and Rural Development.
