
Such an amendment is stipulated by the draft law on amending the Code of Urban Planning and Construction, adopted by Parliament in the first reading on December 19.
The initiative is aimed at removing barriers in the process of registration in the Real Estate Register of individual houses, including in situations where local authorities have not approved tariffs for issuing construction permits in accordance with the provisions of the Town Planning Code.
The amendments apply to individual houses of no more than two stories with annexes located within the built-up area of settlements. As well as dacha houses not exceeding two storeys built on the lands of horticultural associations.
Restricting their registration in the Real Estate Register to a certain period of time is not justified, especially since a significant number of citizens are abroad and for various objective reasons will not be able to meet the proposed deadline. This would create a discriminatory situation, according to the Ministry of Infrastructure and Regional Development, proposing in the governmental opinion measures to improve the legislation aimed at ensuring the rules and their effective application in practice.
