As noted, the number of construction companies that can implement such projects has expanded. In the case of energy audits, the right to provide this type of services will be granted to all enterprises regardless of organizational and legal form, including non-governmental organizations and scientific institutions. Until now, only commercial companies could perform audits.
The obligation to conduct energy audits for buildings with an area of less than 250 square meters is also abolished. It remains mandatory for projects financed fully or partially from the state budget. In the case of buildings with a larger area, the audit can be replaced by an energy performance certificate.
The adopted changes will also have a positive impact on heat energy suppliers. From 2025, they will be exempted from paying contributions under the energy efficiency obligation program, which will create prerequisites for reducing heat tariffs.
It should be noted that in Moldova the implementation of energy efficiency policies is ensured by the National Center for Sustainable Energy.
