
Out of the total amount of the Road Fund, about 672.7 million lei will be allocated for the current maintenance of the national road network. Of this amount, 412.4 million lei will be allocated for summer maintenance, including repairs of asphalt and concrete pavement, bridges and overpasses.
A total of 150 million lei will be allocated for winter maintenance – snow removal, ice control and purchase of anti-icing materials. And 110.3 million lei will be allocated for periodic maintenance, including road markings, installation of signs and fences, repair of sidewalks and parking lots, works on bridges and overpasses.
A total of 432.95 million lei is planned for the repair of regional roads and bridges. Ialoveni district will receive the most – almost 19.6 million lei, Straseni – 18 million lei and Singerei – 16.6 million lei. The smallest sums are allocated to Basarabeasca district – 2.24 million lei, Ocnita – 3.79 million lei and Edinet – 5.5 million lei. Chisinau and Balti municipalities will receive about the same amount – no more than 4.5 million lei each.
How the Road Fund is formed
According to the law, the Road Fund is formed by annual deductions from excise duties on oil products, road tolls, fees for issuing permits for international and single passenger road transportation, fines for violation of transportation rules and damage to road infrastructure, as well as tax on the sale of natural gas used as motor fuel. All these funds are credited to the state budget through the treasury system of the Ministry of Finance.
Recall, the government is planning a reform of the Road Fund, which should be finalized by 2028. As part of the changes, two separate levies will appear: one for vehicle ownership, the funds of which will be used to finance local roads through the mayor’s offices, and one for the use of national highways.
