The first five tenant associations will receive funds from the Energy Efficiency Fund

The first five associations of owners in condominiums (APCs) in Chisinau and Balti have received technical project documentation developed with the free support of the National Center for Sustainable Energy (CNED), which gives them access to funds from the Fund for Energy Efficiency in the Moldovan Housing Sector (FEERM) - Logos Press reports.

These five associations were among the first to benefit from the free energy audit after CNED announced the launch of the program in October 2023. At that time, 34 applications were received for 78 apartment buildings from several cities, including Balti, Straseni, Ceadir-Lunga and Chisinau. Based on the evaluation results, 25 associations were selected to receive free technical assistance on energy auditing. This phase was supported by the program “Overcoming the Consequences of the Energy Crisis in the Republic of Moldova”, funded by the EU and implemented by UNDP in Moldova.

The five buildings contain 322 apartments with a total area of more than 17 thousand m². The projects include basic measures to improve thermal comfort and reduce energy consumption – thermal insulation of the roof, exterior walls and basement; modernization of heating and hot water supply systems; installation of solar and photovoltaic panels for common areas; replacement of doors and windows in common areas; modernization of lighting and elevators.

“This is the first time in Moldova that housing associations can benefit from direct state subsidies for energy efficiency works in apartment buildings. And this is an important step for modernizing the housing stock and reducing maintenance costs. We are happy that the first five associations have reached this stage and we hope that their example will be followed by as many APCs as possible in the country,” said Ion Muntean, Director of CNED.

Under this FEERM program, apartment owners of multifamily buildings can receive a grant of up to 70% of the total investment cost. Own contribution should be up to 30%. However, energy vulnerable households can receive up to 90% of the contribution, depending on the degree of vulnerability, if they are registered on the platform compensatii.gov.md.

The Moldovan Residential Energy Efficiency Fund is a national program with a budget of 1.4 billion lei designed to finance energy rehabilitation projects for the housing stock in RM. The program supports both associations and individual households. It aims to increase energy efficiency and reduce carbon emissions in the energy sector.
