
Since 2000, 337 films have been produced in the country. The growth was particularly notable in the period 2017-2024, when 102 projects were financed with the support of the Ministry of Culture and the National Center for Cinematography. Of these, 62 have been completed, 50 have been released, and 32 have been selected for international festivals.
Now the financing system is virtually “frozen”: amendments to the law on cinematography allowed the creation of the Fund, but without approved rules for its work, the distribution of funds remains blocked. The authorities propose to solve the problem by approving new regulations that will determine the procedure for distributing funds, criteria for selecting projects, evaluation and monitoring mechanisms, and funding procedures.
The fund is planned to be divided into areas – from production and project development to education, festivals and preservation of film heritage. Funding will be provided on a competitive basis, and independent experts will be in charge of evaluation. A separate provision is made for multi-year financing of major projects, including international coproductions, as well as the launch of a digital platform for submitting applications and transparently tracking results.
According to the 2026 budget, 30.2 million lei is envisaged for the development of the cinematography, of which 24.1 million lei is to be allocated to the Cinema Fund.
