These figures are presented in the report on the activities of the State Tax Service for January-June 2025. The tax authority continues to apply measures established by law to reduce undeclared wages and illegal labor activity, which increases budget revenues.

Thus, the STS specialists conducted tax audits of 4,034 business entities. In addition, in order to prevent the issuance of salaries “in envelopes”, they organized more than a hundred seminars for employees and employers from sectors at risk of non-compliance in the application of legislation in the field of labor relations.

As a result of the measures taken, a significant increase in tax liabilities was recorded, even taking into account the increase in wages. According to the National Bureau of Statistics, the average gross salary in Moldova in the first quarter of 2025 amounted to 14,567.5 lei. This is 10.6% more than in the same period of 2024.

In the context of the fight against “envelope” salaries, the largest share of the increased tax revenues came from sanctions. The amount of accrued fines and penalties in percentage terms amounted to 39.2%. Then come state social insurance contributions – 33.2%. The share of income tax was fixed at 15.5%, and contributions to compulsory health insurance funds – 12.1%.
