
The voting took place in the absence of the PSRM faction. The decision was taken by 40 councilors from MAN, PAS and non-partisan factions. They approved the adjustment of the budget under the “education” item, providing for the payment of salaries for November, as well as annual bonuses to teachers in the capital.
The representatives of the Financial Department announced that the municipality’s budget will benefit from earmarked funds from the state budget: 231 million lei – for salaries, 25 million lei – for electricity and 3.3 million lei – for compensations to young specialists.
Councillors from the Action and Solidarity Party (PAS) voted in favor of the project “in order not to block the payment of salaries.” The PSRM refused to participate in the vote, saying that the capital’s mayor could approve the transfers himself by decree, since the municipal budget is provisional.
Earlier this week, the ninth attempt to vote on the capital’s 2025 budget failed. The draft adjustment of Chisinau’s provisional budget, proposed due to the latest changes in the state budget indicators, did not get the necessary number of votes and was rejected on November 25. Despite the fact that it is already the end of November, the document has not yet been approved due to tensions between factions in the Municipal Council.
To unblock the situation, at the November 25 meeting it was proposed to separate the salary expenses from other municipal expenses and vote for them separately. This helped to approve the budget amendments for payment of teachers’ salaries on November 28.
