The document aims to improve the monitoring and control of hazardous facilities through a centralized and secure system that will allow authorities to quickly and correctly identify potential risks. At the same time, public access to this information will facilitate cooperation between government agencies.
The entire process of monitoring industrial facilities that pose a significant potential risk to public safety and the environment will be regulated.
The Register of Hazardous Industrial Facilities should become the main safety system.
The main measures established by the resolution include: maintenance, use and administration of the Register; a list of responsibilities of the entities involved – owner, holder, registrars, data suppliers, recipients and users; structure and content of the Register; procedure for registration, amendment, supplement and deletion of data; legal regime for the use of information; security and data protection measures, including interaction with other state information systems.
The implementation of the regulation will be ensured by the National Inspectorate for Technical Supervision, while the Ministry of Economic Development and Digitalization together with the Ministry of Infrastructure and Regional Development will oversee the implementation.
