
According to the draft amendments that the government intends to introduce to the program, it is proposed to double all its main current indicators. Namely, the number of issued investment credits will be increased from 1,000 to 2,000, and the total amount of borrowings – from 4 billion lei to 8 billion lei.
Also, the program will be supplemented with the provision that the credits granted within the program may be supplemented with other instruments of non-financial and financial support meant for small and medium-sized enterprises. Recall that they are administered by the Entrepreneurship Development Organization.
The investment stimulation program “373” is in force since 2023. It provides partial compensation of the interest rate on investment loans granted by Moldovan banks. According to the ODA, which administers the program’s implementation, during this period, 813 beneficiary companies have received 1,119 investment loans worth 3,415 million lei. This allowed attracting investments worth 4,959 million lei.
The maximum credit amount within the program is 15 million lei, while the beneficiary’s own contribution is 10% of the investment project’s value. The economic entities willing to receive a credit for business development should submit an application to the partner bank and sign a credit agreement with it. If there is no or insufficient collateral, the bank signs a pledge agreement with the company, and the ODA signs a guarantee agreement. After receiving the loan, the beneficiary ensures its repayment and payment of interest to the bank at the rate of 7% in lei and/or 3% in foreign currency, while ODA ensures payment of compensated interest by transferring it to the bank.
