The main topic of the trilateral talks will be the territorial issue. Ukrainian President Volodymyr Zelenskyy has said that Donetsk and Luhansk regions will be on the agenda. “The issue of Donbass is the key one. It will be discussed in the modality of how the three sides see it.”

As the Financial Times noted, the US and Ukrainian delegations intend to offer Russia an energy truce – a halt to attacks on Ukraine’s energy infrastructure in exchange for Kiev stopping strikes on Russian tankers and oil refineries.

From Ukraine, the meeting is attended by the secretary of the country’s National Security and Defense Council, Rustem Umerov, the head of the Ukrainian president’s office, Kyrylo Budanov, the first deputy head of the office, Serhiy Kislitsa, the head of the Servant of the People party faction, David Arahamiya, and the head of the AFU General Staff, Lieutenant-General Andriy Hnatov.

The Russian delegation includes representatives of the Defense Ministry and is headed by the head of the Main Directorate of the General Staff, Admiral Igor Kostyukov.

The U.S. side is represented by Special Envoy of the President Steve Whitkoff, the president’s son-in-law Jared Kushner, the commissioner of the Federal Acquisition Service of the U.S. General Services Administration, Josh Grunbaum, and the commander of NATO’s Combined Armed Forces (CAF) in Europe, Alexus Hrynkiewicz.
