Subsidy mechanism to be harmonized with EU practices

This was announced by the Minister of Agriculture and Food Industry, Ludmila Katlabuga, noting that all applications to the Agency for Interventions and Payments in Agriculture (AIPA) will be considered in due course and a schedule of repayment of liabilities will be drawn up.

AIPA is currently reviewing 2,500 applications submitted under the post-investment measure. Their estimated value is about 1.4 billion lei, indicating that farmers continue to invest in the development of agroholdings.

The Agriculture Ministry head explained that by the end of each fiscal year, the volume of projects finalized by farmers exceeds the resources available for immediate payment. This is a feature of the post-investment mechanism.

Lyudmila Katlabuga specified that starting from 2026, with the entry into force of the new law on subsidies, the current mechanism will be modernized and brought in line with European practice. The post-investment model will be transformed into a phased financing system, designed to ensure predictability, transparency and more efficient budget planning.

The new approach envisages the assessment of projects before investment, confirmation of eligibility from the outset and the establishment of deadlines for the provision of financial support.
