“Second shift”: a number of state institutions will be reorganized

Parliament has adopted amendments on the reorganization of central administrative bodies: a number of institutions will move from the subordination of the government to the subordination of line ministries, Logos Press reported.

Thus, the State Agency for Intellectual Property will be subordinated to the Ministry of Justice, the Agency for Interethnic Relations and the National Agency for Research and Development – to the Ministry of Education and Research, the Agency for Medicines and Medical Devices – to the Ministry of Health, the Public Property Agency – to the Ministry of Economic Development, the National Agency for Food Safety – to the Ministry of Agriculture and Food Industry.

The National Agency for Prevention and Combating Violence, the National Bureau of Statistics, the National Anti-Doping Agency, the Bureau for Investigation of Accidents and Incidents in Transport, the Agency of Geodesy, Cartography and Cadastre and the National Social Insurance Fund will retain their current positions.

The transfer of central administrative bodies to ministries will not change the legal status of persons holding senior positions in the relevant institutions.

The National Health Insurance Company (NHIC), as a central administrative body, will be subordinated to the Government and integrated into the unified system provided for by the Law on Specialized Central Public Administration. Its employees will have the status of civil servants paid in accordance with the legislation on the unified wage system in the public sector.

The employees of the institutions that will be subordinated to the ministries, as well as the employees of the NCMS will be guaranteed a salary differential.

The proposed changes will come into force on January 1, 2026.
