Rules for determining the origin of goods in trade between Moldova and Turkey updated

The rules of origin of goods applied within the preferential trade between the Republic of Moldova and the Republic of Turkey, in order to align them with the modernized pan-European Mediterranean system and to facilitate international trade, have been updated, Logos Press reported.

According to the explanations of the Customs Service of the Republic of Moldova, the new provision provides for the replacement of Annex I to the Free Trade Agreement between the Republic of Moldova and the Republic of Turkey, which establishes the definition of “products of origin” and the rules of administrative cooperation. It refers to Annex I and the relevant provisions of Annex II to the Regional Convention on the Pan-European Mediterranean Preferential Rules of Origin in the latest version published in the Official Journal of the European Union.

For economic operators, the new provisions provide the basis for harmonized rules of origin applicable in trade relations with States participating in the Pan-Euro-Mediterranean Convention (PEM), contributing to simplifying the use of cumulation of origin, increasing predictability and facilitating access to external markets.

The application of these rules contributes to Moldova’s integration into regional value chains and creates more favorable conditions for preferential exports to the Republic of Turkey in accordance with the origin requirements established at the international level.

From the procedural point of view, Decision No. 1/2025 of the Joint Committee established within the framework of the Free Trade Agreement between the Republic of Moldova and the Republic of Turkey has been ratified and is effective as of February 20, 2026, the date of publication of the normative acts in the Official Gazette of the Republic of Moldova.
