Registration of individual dwellings extended until 2028

The deadline for registration in the cadastre of individual houses built without a building permit or in violation of its conditions has been extended until January 30, 2028, according to Logos Press.

The relevant provision of the Law on Amendments to the Town Planning and Construction Codes came into force on January 29 after its official publication. According to it, the period for cadastral registration of individual residential buildings has been extended for another two years.

The change applies to individual houses of no more than two floors with annexes, located within the built-up area of settlements. And also dacha houses, not exceeding two floors, built on the lands of horticultural associations. They will be able to be registered until January 30, 2028, while the deadline for their registration in the cadastre, which has been in force until now, ends on January 30, 2026.

The amendments to the legislation also stipulate that if the local council has not approved the amount of the fee for issuing a building certificate, it will be issued free of charge. This will remove a barrier in the process of registering buildings.

It is worth noting that the first reading of this amendment was approved by Parliament on December 19, 2025. At that time, it envisioned an indefinite extension of the registration process.
