
This is good news for citizens who want to, but risk not having time to register their houses built without the necessary permits. The registration period for buildings (up to two stories) located within the city limits or on the territory of horticultural cooperatives may be extended until January 30, 2028.
The legislative initiative was proposed by the parliamentary faction of the Action and Solidarity Party (PAS) due to the fact that the original deadline for this procedure expires at the end of January next year.
According to PAS MP Vasile Gradinaru, even though the procedure has been simplified, many families, including those from the diaspora, have not had time to complete the legalization of the constructions.
“The law established a simple three-step procedure in which these constructions could be registered because for decades it was not possible,” he notes. – The provisions were valid for two years, until January 30, 2026. With that date approaching, we had to analyze the results and decide what to do next.”
In addition, the bureaucratic barriers created in some localities led to delays and differences in the process of issuing housing construction certificates in different districts of the republic. Thus, according to the authors of the initiative, in some cases local authorities delayed setting the relevant fees, thus blocking the procedure.
In order to avoid such situations, the proposed amendments stipulate that the absence of a fee approved by the local council cannot prevent the issuance of a certificate. In such cases, it may be issued free of charge.
“This is a legal and favorable solution for everyone,” explained PAS deputy Ilie Ionas. – In the village of Costeşti, Ialoveni district, for example, the local council introduced a fee for issuing a certificate for the construction of buildings: 750 lei for two-storey houses, 500 lei for one-storey houses and 250 lei for annexes. The amount is quite acceptable and has facilitated the legalization of property by residents,” explained PAS deputy Ilie Ionas.
To date, more than 11,700 buildings have been legalized under the simplified procedure.
