The decree on the appointment came into force on Wednesday, December 10. According to the document, the special emissary will contribute to strengthening the national security and sustainability of the state, cooperate with the authorities, society and international organizations, promote Moldova’s image and exchange best practices for the implementation of strategic projects.
The society and politicians reacted strongly to the appointment, especially since, when leaving the post of prime minister, Recean assured that he would leave the public and political life and continue “the professional path that he left aside a few years ago”. The opposition expressed doubts about the necessity of the new position when there is a prime minister.
Political commentator Vitalie Catană asks, can’t “development and sustainability exist without Recean? What is the prime minister for then?”.
And political analyst Ilian Cascu believes that “Dorin Recean’s position as ’emissary for development and sustainability’ turns Prime Minister Alexandru Munteanu into a mere decorative element of power” in Chisinau.
And Gaik Vartaneanian, a deputy from the Alternative parliamentary bloc, asks, “after how many emissaries does it become necessary to introduce the position of high emissary?”. Most likely, he is also referring to the recent appointment of former Deputy Prime Minister and Foreign Minister Nicu Popescu as special emissary for European issues and strategic partnerships.
“Naturally, all these responsibilities should have been assigned to the Prime Minister. However, at the moment, Moldova’s prime minister seems to exist only to declare the economic recession as “negative growth”,” former prime minister Vlad Filat commented, for his part.
PSRM deputy Adela Raleanu considers the introduction of the new position untimely: “This is exactly what the country lacked, in which people are packing their suitcases, hospitals remain without doctors, schools without teachers and the economy without a pulse”.
Government officials welcomed the appointment. “The appointment of Mr. Dorin Recean as Special Emissary for Development and Sustainability confirms the trust in his ability to build and lead,” said PAS MP Larisa Novak.
Observers wonder about the status of the new unit, under whose leadership this structure will be, from what means and in what volume it will be financed. However, there are no such provisions in the decree.
