The document provides for the mandatory use of unified digital standards for all participants in the process – railway operators, infrastructure administrator and other links in the logistics chain.
According to the project, data exchange between transport operators, railway infrastructure administrators and government agencies will be carried out in an electronic and standardized format. This will eliminate manual procedures, eliminate technical incompatibilities between systems and increase the transparency of the transportation process. The Regulations establish requirements for data formats, digital interfaces, communication protocols, and technical certification of the software solutions used.
The ministry notes that Moldova’s freight railway transportation currently uses partially outdated and fragmented information systems, which are difficult to integrate with the digital platforms of European partners.
The approximate cost of implementing the system for a fleet of about 1,000 railcars is estimated at 280,000 to 455,000 euros in the first year.
The draft regulations have been submitted for public consultations and will be submitted to the government in the future.
