According to press representatives, since March 6, 2025, the plant has been handed over to individuals who cannot explain their connection to the facility. Currently, the role of general director is performed by a certain Yuksel Maxim Onur (a Turkish citizen), with Oskar Vaisman listed as his deputy. The appointed management presents themselves as the new owners. They are managing the plant as if they are in charge: communicating with government agencies and banks on behalf of the enterprise, issuing powers of attorney, filing lawsuits, and dismissing factory staff.

Meanwhile, the State Register of the Republic of Moldova contains no record confirming the authority of the self-proclaimed Topaz leadership following the annulment of its insolvency proceedings (since February 25, 2025).

As Inna Linnik told Logos Press, the plant holds substantial assets worth 400 million lei, including industrial equipment and a 4-hectare plot of land in central Chișinău.

“Today, May 2, I received a statement from the Public Services Agency clearly indicating that I am the only legal administrator of Topaz and bear material responsibility for all of the enterprise’s assets. I want to officially declare that I have been blocked from entering the plant, my family and I are receiving physical threats, and under these conditions, it is impossible to monitor operations or ensure the safety of the property.”

It is worth noting that this is not an ordinary facility, but a strategic one currently under sanctions. At the end of 2023, Ukrainian President Volodymyr Zelensky signed a decree introducing new sanctions against Russia, which affected 181 companies and 185 individuals. Among them were the Topaz plant in Chișinău and its general director, Inna Linnik.

These sanctions completely halt trade operations, freeze assets, prohibit capital outflow from Ukraine, suspend trade agreements, including transit of resources and transportation through Ukrainian territory.

Most of the assets of the Chișinău-based Topaz plant, which produces microelectronics for aircraft engines, are owned by the United Engine Corporation (UEC), a subsidiary of Rostec, sanctioned by the EU and the US. Before the war, the plant supplied components and equipment to Russia for aircraft manufacturing.

In October 2023, the plant was sold for 16 million euros to a Russian company reportedly controlled by Moldovan businessman Victor Slivinski — the same “man in the Rolls-Royce” who has been repeatedly involved in various scandals.

In this situation, the position of Moldovan authorities remains unclear, as they have not yet reacted to these events, despite the fact that the raid takeover of the plant is occurring openly.
