
From January 1, 2026, the National Health Insurance Company (NHIC) changed the principle of financing public dental institutions. Previously, payment was based on the principle of “per patient” (per capita), when clinics received a fixed amount for each registered patient, regardless of the amount of care provided. Now the funding is for each specific service provided (per service).
“The new payment method is intended to encourage public dental institutions to actively and fully provide the dental services included in the Unified Program, thus contributing to improving patients’ access to necessary treatment,” said Ion Dodon, CEO of CNAM.
To discuss the conditions for financing dental services in 2026, CNAM held a working meeting with public providers, where they discussed the new payment mechanism and the protection of patients’ rights.
Currently, CNAM cooperates with about 55 public dental clinics across the country.
