As the Competition Council specified to Logos Press, Herzescu submitted his resignation on Friday, February 20.
It should be noted that this move came after the deputies criticized his progress report on the implementation of the National Program of Accession to the European Union in the cluster “Internal Market”, Chapter 8 – “Competition Policy” at a parliamentary hearing.
Parliamentarians noted the delays in the implementation of key draft laws and the low level of implementation of actions (55.13 %).
The first to speak about resignation was PAS deputy Dinu Plingau, who demanded that Hercescu should leave his post because “he is not doing well and Moldova is not yet wealthy enough to afford the luxury of such leaders”.
Two days after the hearing, the institution announced the start of public consultations on several draft regulations at once. Among the drafts are rules for assessing the compatibility of state aid for training, an instruction on granting access to confidential information, and rules on the obligations of companies in economic concentrations and anti-competitive practices.
Alexei Hercescu was appointed Chairman of the Competition Council on February 17, 2022 for a five-year term.
By law, the members of the Plenum of the Competition Council, including the Chairman, are appointed by Parliament on the proposal of the Speaker. Details on when such a decision will be considered by the Parliament and who may chair the Competition Council have not yet been officially announced.

Radu Marian, Chairman of the Committee on Economy, Budget, and Finance, thanked Alexei Gherțescu for his work. “Important decisions were made, including the largest fine in the history of the Competition Council—approximately 500 million lei—on the oil market, as well as decisions on the vegetable oil market. At the same time, challenges remain related to aligning competition legislation with EU standards. Competition is a key element for integration into the European Union. Approximately 80 regulations need to be adopted in the near future, and this process must be accelerated,” Marian stated.

At the plenary session, 55 deputies voted to terminate Alexei Herzescu’s mandate. The Committee on Legal Affairs, Appointments, and Immunities also recommended a parliamentary review of his performance as Chairman of the Competition Council Plenary Session.
