In particular, Article 15 of the Draft Code stipulates that the language of work of the Parliament shall be Romanian. In addition, Article 67 stipulates that draft normative acts shall be submitted only in Romanian in the original language – in paper and electronic form.
Other norms are now in force. According to the Rules of Procedure of the Parliament, which is a legislative act, draft laws shall be submitted in Romanian with a mandatory translation into Russian.
Earlier, Igor Talmasan, secretary of the parliamentary commission for law, appointments and immunity, PAS deputy, explained the need for such amendments with “a very serious problem with translations.”
“We are talking about both the parliament and the government. Central public authorities in general do not have translators, the services are mostly contracted and the quality is very low. The publication of normative acts is severely delayed because they do not have time to ensure proper quality,” Talmasan said.
He said that the agreed formula assumes that acts will be published in Russian: acts will be published in Russian, but the draft normative acts themselves will not be presented in Russian at the stage of consideration.
If the Code on the Functioning of Parliament is adopted, Parliament will need to adjust the existing regulatory framework.
