Parking lots are becoming the scene of political battles

This was stated by Chisinau Mayor Ion Ceban in his Telegram channel. He reminded about the project developed and registered by the MAN party in the parliament at the end of last year.

The authorities manipulate public opinion by claiming that only internal regulations are enough to organize a network of parking lots, he stressed.

“We have regulations, we have created and continue to create parking spaces. But we need a law that will clearly define who is responsible for what,” he said. – It will establish the amount of fees in different districts of the city, determine who is responsible for imposing fines, where the collected money goes and much more. The law has been drafted and is in the parliament, the deputies only need to vote for it”.

According to Ceban, the national law should help relieve Chisinau of the increasing influx of cars.

There is another approach

But not everyone agrees with this approach. Some experts point out that the current legislation even today allows the mayor’s office to launch paid parking lots and manage them at the city level. Chisinau has already developed a concept, draft parking regulations and two studies in 2021 and 2024.

No one will argue that the parking problem must be solved. Especially since this year has been declared the year of urban mobility in the capital municipality. But the city and the country cannot agree on how to solve it.

In the mayor’s office itself the corresponding regulations on parking lots have not been approved yet. It was developed back in 2024, but has not been presented to the municipal council.

“Last year the city hall organized a public hearing on it,” explains Kornel Pyntä, a municipal councillor from the MAN party. – The council promised to present it in December 2025, but so far we haven’t seen it.”

The issue of parking lots is tied to the image of the city and the mayor. And in this sense, the decision on the cost of the service is important. There are several paid parking lots in the capital today, and in some of them the tariff starts from 20 lei per hour. But in most of them the price exceeds 50 lei per hour.
