“My personal idea, which I discussed with others as well, is to create a Development Bank for Moldova, following the example of Romania, an EU state that eventually created such a bank. There are other examples – Poland also has a development bank. We want to attract funds to the country through the capital market segment. Thus, we will be able to develop financial instruments to further support the private sector, especially small and medium-sized enterprises,” the minister said.

Osmokescu emphasized that attracting investment remains a key priority, including the attraction of “anchor” companies.

“First of all, we need to change the approach to investment projects in order to fully utilize the assistance provided by the European Union. We are talking about projects that bring economic effect and growth, and not about projects “for a tick”, when the project is developed and implemented, but there is no economic effect. The second point is the use of investment projects through the attraction of “anchor” companies for the development of short and long value chains in Moldova, including export-oriented ones,” Osmocescu explained.

He noted that the attraction of such companies will be beneficial both for local producers and other companies, including in the context of Ukraine’s reconstruction:

“We can consider all this in the context of Ukraine’s reconstruction as well, because many companies, at least from the discussions I have had so far, are interested in locating in Moldova with the prospect of participating in the reconstruction and contributing to Ukraine’s recovery.”

The minister emphasized that the 2026 budget will be oriented first of all towards investments:

“For the first time, we are allocating about 55% of the budget for investments and reinvestments in the national economy, both for Moldovan companies and for potential investors from abroad. And, I repeat, we have certain existing privileges, which are in force until now within the EU, which can be used by entrepreneurs,” the minister concluded.
