The new bank will function as a financial mechanism to support investment and entrepreneurship for the medium term.
“In 2026, ODA will grow and we plan to float it as a development bank for the medium term. Why not? The capital market will be one of the priorities for next year,” said Deputy Prime Minister and Minister of Economic Development and Digitalization Eugeniu Osmokescu at a press conference.
The authorities are considering the creation of the Development Bank of Moldova, focusing on the experience of Romania and Poland, where such structures already exist.
It is worth mentioning that compared to 2024, the ODA results for 2025 show a significant increase in the support for small and medium-sized enterprises, by increasing the access to non-refundable financing.
The number of financed projects increased from 596 to 810 (+36%), and the amount of non-reimbursable financing reached MDL 346.4 million, compared to MDL 250.6 million in 2024 (+38%). This support ensured 653.3 million lei of investments, which is more than 22% higher than in the previous year.
In 2025, financing was strengthened by combining state budget funds and support from development partners, which allowed to preserve 10,374 jobs and to plan the creation of another 5,073.
