The government approved on 23 December a draft regulation on the procedure of acquiring and losing Moldovan citizenship. Interior Minister Daniella Misail-Nkitin said that it is aimed at implementing the provisions of the law on citizenship, which will come into force on 24 December 2025.
According to the new rules, in order to pass the language proficiency exam, one should confirm the B2 level and score from 75 to 100 points. It will be administered by the National Curriculum and Assessment Agency under the Ministry of Education and Research. There will be some exceptions to this rule, however. Thus, children under 14 years of age, people with serious disabilities and those who are granted citizenship in the special interest of the state are exempted from taking the exam.
Application for citizenship will have to be submitted in person – it cannot be done through a representative. In addition, the authorities will conduct interviews and strict document checks to prevent possible cases of fraud.
For minors and persons under guardianship, there are special procedures adapted to their situation. Citizens will also be able to renounce citizenship or request the revocation of the renunciation decree in certain cases.
The procedure for granting citizenship will be digitalized to speed up and make the process more transparent, and cooperation between the involved authorities will be strengthened.
The authorities emphasize that these measures are aimed at protecting national interests, preventing fraud and ensuring respect for the fundamental rights of citizens.
