Montenegro’s housing market is falling

In Montenegro, housing is getting cheaper, while prices are determined by domestic demand, reports Logos Press with reference to Prian.

According to Monstat, in Q4 2025, the average price per square meter in new buildings was 2206 euros. In Q3 2025 it was at the level of 2228 euros. A year earlier, the price per meter was 1936 euros.

Changes from month to month are local nuances. The country is small, the appearance of even a small expensive (or cheap) new project immediately changes the figure. In addition, prices are strongly dependent on the share of social housing. So, if market projects are sold at 2415 euros per square meter, then social – only 705 euros.

In general, in Montenegro, the price growth was determined at the level of 14% year-on-year and more than 20%, excluding social projects.

By region, the most expensive is the coast, where the price is 2570 euros per square meter. In the capital Podgorica, the price of one meter of housing is 2141 euros. In the Central region – 1363 euros.

Why real estate is getting cheaper

However, there is another trend – by the end of the year, the dynamics began to slow down. New buildings have become very expensive in recent years, and in a number of neighboring EU countries square is already cheaper than in Montenegro. Some cooling is logical.

Talks about the country’s accession to the EU by 2028 also affect expectations. The experience of other countries shows: active growth usually occurs before accession, then the market stabilizes.

At the same time, foreigners are important for the market, but they do not form it completely. For example, in Podgorica and the central districts, domestic demand determines prices.
