
The document aims to modernize weapons, increase combat readiness, develop cyber security, mobilization systems and participation in international missions. The implementation of the strategy envisages improving conditions of service and expanding opportunities for military and civilian personnel. The peacetime strength of the Armed Forces should be 8,500 contract and conscript soldiers and 2,000 civilian specialists, excluding the Interior Ministry units. Currently, the number of army personnel is up to 6,500 military and 2,000 civilians.
“We have had an army stagnant and neglected for decades. We have a clear goal – to invest first of all in people, in the National Army of the Republic of Moldova,” Prime Minister Dorin Recean said after the adoption of the strategy.
It is worth mentioning that the financial allocations for the national defense are envisaged at 1,740.4 million lei in 2025, 1,740.7 million lei in 2026 and 1,740.9 million lei in 2027, which corresponds to 0.5 per cent, 0.4 per cent and 0.4 per cent of the GDP, respectively.
The National Security Strategy stipulates that these allocations should reach at least 0.95% of GDP starting from 2029, and at least 1% of GDP by 2034. The details of financing will be disclosed in future plans for the development and implementation of the strategy – their content will be classified as a state secret.
