
Deputy Prime Minister, Foreign Minister Mihai Popşoi emphasized that the selection of the candidates was based on strict criteria of professionalism and experience. According to him, these are diplomats with extensive experience in the diplomatic service and key areas of foreign policy, and their competences will contribute to the effective promotion of the country’s interests and strengthening relations with international partners.
Japan
Sergiu Mihov is a diplomat with more than 27 years of experience in the Ministry of Foreign Affairs. He has been engaged in both bilateral and multilateral cooperation, including working at the Permanent Mission of Moldova to the Council of Europe. He has held senior positions in the Ministry and was Ambassador to Lithuania. He currently holds the post of State Secretary of the Ministry of Foreign Affairs and has the diplomatic rank of Ambassador.

Sergiu Mihov
Kazakhstan
Igor Moldovan is a diplomat with more than 20 years of experience in the diplomatic service and law, holding the rank of Minister-Counselor. He worked as Deputy Head of Mission at the Moldovan embassies in Israel and Ireland, as well as at the Permanent Mission to the UN Office in Geneva. At the Ministry of Foreign Affairs, he has held various positions in the International Law Department, and currently heads the International Development Cooperation and Humanitarian Aid Department. He has a law degree and postgraduate training in security and European relations.

Igor Moldovan

Victor Lapusneanu is a diplomat with more than 20 years of experience. He has worked in various divisions of the Ministry of Foreign Affairs, including international law and multilateral cooperation. He rose from attaché to head of department. He has worked abroad in Berlin, Vilnius and twice in Strasbourg, including as Deputy Permanent Representative to the Council of Europe. Since August 2022, he has headed the Multilateral Cooperation Directorate, coordinating Moldova’s participation in international organizations, including the UN, the Council of Europe, the OSCE and NATO. In December 2025, he was promoted to the diplomatic rank of Minister Plenipotentiary.

Victor Lapusneanu
The appointed diplomats will be able to assume their duties after the completion of all the procedures provided for by law, including the approval of the government and the issuance of the relevant presidential decree.
