As noted by the authors of the draft law, regionalization of the police is aimed at reducing administrative costs and providing quality and accessible public services in accordance with the needs of citizens. As a result of the proposed changes, office functions will be reduced by about 8%.
At the same time, representatives of the Interior Ministry assured that not a single employee will be cut: some police officers will be assigned to units where there is a shortage of personnel.
Another goal of the project is to reduce the police response time to emergencies by at least 15 minutes. This will be possible thanks to the implementation of the principle of the nearest patrol, even if the incident occurs in another sector or neighborhood.
The draft law also provides for a clear separation of powers between the police and the Inspectorate General of Carabinieri. Thus, the police will be responsible for maintaining public order and security, while the Carabinieri will be responsible for ensuring and restoring public order and security.
In the second reading, an amendment by MP Anna Racu was adopted, which stipulates that the limit on the number of police officers is set by a government decision. The MP also proposed that the regional police directorates be created simultaneously or in stages, depending on the available financial possibilities of the state budget, but no later than December 2028. Until the creation of the regional police directorates, the territorial police inspectorates will operate in accordance with the current regulatory framework.
