
The Parliamentary Commission for Economy, Budget and Finance on May 14 backed this project and will propose to the MPs to ratify the Agreement on opening a credit line between Moldova and the French Development Agency, which was signed in March 2025, in Paris.
The project envisages energy efficiency measures in 16 buildings of higher education institutions and 14 buildings of district hospitals. As a result, it is planned to reduce energy consumption in these buildings by 60%, which in turn will reduce carbon dioxide emissions by 4.2 thousand tons per year. It is estimated that the positive effect of implementation will affect more than 200 thousand citizens who will be able to live in more comfortable conditions.
The project will be implemented by the United Unit for the Implementation and Monitoring of Energy Projects (UCIPE), with technical support from the National Center for Sustainable Energy (CNED). UCIPE will have to hire 16 employees for this purpose.
The loan (€30 million) has a repayment period of 15 years and a grace period of six years. Repayment must be made every six months, in a maximum of 20 equal tranches. The desired minimum amount is 300 thousand euros. The commitment fee is set at 0.5% of the total amount to be repaid starting from the date of signing the Agreement. Additionally, a single commitment fee of 0.5% of the total amount is due within 30 days after the Agreement enters into force.
The Moldovan Government’s contribution will amount to EUR 4.3 million, of which EUR 3 million will be spent on project management and EUR 1.3 million will be allocated for contingencies.
In addition, for the implementation of this project it is envisaged to exempt the supply of goods and/or services from non-deductible VAT, excise duties and charges for goods that pollute the environment in the process of use.
