
As noted in the annual report of the government agent, in 2025, the ECHR issued a total of 48 judgments on Moldova, of which 45 found at least one violation of the European Convention on Human Rights. In addition, the court issued 30 decisions to dismiss complaints or declare them inadmissible.
In general, the number of appeals is decreasing. At the same time, the number of judgments fluctuated in different years from 17 to 80.
The most frequent violations concerned the right to a fair trial, including failure to execute final court decisions, excessive length of trials and insufficient motivation of judicial acts. Violations of the prohibition of inhuman treatment, the right to respect for private and family life, freedom of expression and the right to an effective remedy were also recorded.
The report indicates that a significant number of problems are systemic in nature and are related to uneven application of the law, procedural deficiencies, as well as actions or inaction of courts, prosecutor’s offices and investigative bodies.
During the year, the government agent sent 42 enforcement plans and reports to the Committee of Ministers of the Council of Europe, which made it possible to close 34 cases.
“In the context of Moldova’s European course, the enforcement of the judgments of the European Court of Human Rights represents not only an obligation arising from the Convention, but also an important element of the process of strengthening the rule of law and harmonization with the European Union standards in the field of human rights. In this context, it is necessary to intensify efforts to implement the measures specified in the decisions of the Committee of Ministers of the Council of Europe, as well as to ensure clear and full reporting on the progress made by the authorities,” the report said.
