
Today this list is presented in the form of an electronic platform on the webpage date.gov.mdand is used to check whether a natural or legal person is subject to restrictive measures. The list is formed on the basis of decisions of the Council of the European Union, the Inter-Agency Supervisory Board, UN Security Council resolutions, as well as decisions to join sanctions of other states. Of the total number of entities, 3,987 are individuals, 1,669 are organizations and 40 are courts.
Despite the availability of data for government agencies and citizens, the current system has a number of shortcomings: information on sanctions is posted in a fragmented manner on various resources, there is no full-fledged integration between agencies and there is no single digital data processing tool.
In this context, the State Chancellery, jointly with the Electronic Governance Agency, has elaborated a draft government decision on the approval of the Concept of the Information System Concept for recording international restrictive measures. The draft was discussed on Friday, April 10, at a meeting of the government’s secretaries-general.
The draft aims at creating a single digital platform, which will ensure centralized recording of sanctions, improve interaction between the authorities, enhance data transparency and simplify access to information.
The system will include four modules: a list of existing sanctions regimes, a national list of restricted entities, and forms for submitting exemption requests and reporting violations or circumvention of sanctions.
The draft will be considered at a cabinet meeting. The date of its submission has not yet been specified.
