Moldova has 13 times fewer startups than Estonia

Estonia leads Europe with 991 technology startups per million inhabitants (in 2024). It is followed by Lithuania (474) and Latvia (429), according to a study by dealroom.co.

Moldova has 13 times fewer startups than Estonia

In Moldova this indicator is 77 startups per million inhabitants, which puts us above such countries as Spain, France and Germany. But compared to the leaders of the rating, we are also far behind.

The density of startups is noticeably higher in Northern Europe, where policies supporting innovation and quick access to technology create opportunities for enterprising people to start a tech startup.

For comparison, in Romania this indicator is 79 (only 2 higher than in our country). In Ukraine there are only 24 tech startups per million inhabitants, in Belarus – 30.

In July, Moldova dropped five positions and ranked 90th in the world in the Global Startup Ecosystem Index 2025, published by the StartupBlink platform, with a total score of 0.581. At the same time, the country retained the 43rd place in Europe.

The authors of the study note that despite the recession, Moldova still has favorable conditions for the development of the startup ecosystem, including tax incentives, one of the most accessible digital talent bases in Europe, low living costs, favorable geographical location between the EU and CIS, high quality internet connectivity, and a bilingual population (Romanian and Russian), which facilitates the international expansion of startups.

It was also emphasized that the state, with limited resources, has created economic zones, industrial parks and a virtual Moldova IT-Park, has concluded free trade agreements with a number of countries and is actively developing infrastructure to support entrepreneurs.
