According to the Government AI Readiness Index 2025 from Oxford Insights, our country scored 50.75 points against 56.03 points a year earlier.
The index analyzes 40 indicators across six key areas. It highlights progress, identifies gaps, and provides practical recommendations for policymakers seeking to integrate AI into government service delivery.
We have the highest score for AI adoption in the public sector at 82.33 (percentages that count as index scores). However, neighboring Ukraine, which ranked 40th (61.08 points), has 99.63% digitalization of public services and 92.25% compliance of legislation with international standards (we have 61.5%).
AI infrastructure gave Moldova 51.49 points, governance – 46.67, sustainability – 62.71, and development and dissemination – 24.43 points.
Romania is in 53rd place in this ranking with 56.69 points.
