Ministry of Culture promises 80% grants for tourism

The state will be able to cover up to 80% of project costs for non-profit organizations operating in the tourism sector. Grants will be provided within the limits of allocations, annually allocated for these purposes in the state budget. Among the priorities are the development of tourist products and innovative services, image building and promotion of destinations, annually established by the National Tourist Bureau.

Funding will be provided in accordance with the regulations, the draft of which has been developed and submitted by the Ministry of Culture for public discussion. Proposals for its improvement will be accepted until March 17.

If the draft is approved in the authors’ version, the Regulation on the mechanism of non-refundable financing of tourism projects will establish a mechanism of granting grants for tourism projects of international, national, regional or local importance that are implemented in Moldova. It is proposed to provide non-refundable financing in the amount of 80% of the total cost of the project. The remaining funds to cover the costs should be provided by the organization initiating the project.

What are the conditions for receiving them

Eligible costs will be defined as the costs necessary to implement the project. The grantee will include them in the detailed project budget and request full or partial financial coverage. Once the provision enters into force, non-refundable funding will be provided only on the basis of an open call for proposals.

It is emphasized that non-profit organizations will be able to receive a grant from only one budget if they apply to different sources of funding for their project. This can be either the state budget or the budget of an administrative-territorial unit, or funds provided from external sources of assistance.

Funding priorities

Projects should be focused on priority areas: development of sustainable and long-term tourism products, as well as innovative and digital tourism services, image building, promotion and raising the visibility of the destinations presented in Annex No. 1 to this normative act and related to the priorities set annually by the “National Tourist Office”.

The applicant will not be granted funds if he is insolvent or his bank accounts are blocked, as well as if he has provided false or outdated information, or if the charter of his organization does not contain provisions on activities in the field of tourism. The organization will also be rejected if it has used the allocated resources for the wrong purpose, i.e. if it has not fulfilled the conditions of the previously concluded agreement on non-refundable financing.
