Also participating in the same panel discussion with Maia Sandu will be President of the German Federal Intelligence Service Martin Jaeger, Swedish Prime Minister Ulf Kristersson and Chairman of the NATO Military Committee, Admiral Giuseppe Cavo Dragone.
The bilateral talks will focus on regional security, defense cooperation, support for Moldova’s European integration and strengthening the country’s resilience to external challenges.
According to the organizers, this year’s conference will bring together almost 50 heads of state and government, as well as heads of leading international organizations. Among those who have confirmed their participation are European Commission chief Ursula von der Leyen, German Chancellor Friedrich Merz, French President Emmanuel Macron, Polish Prime Minister Donald Tusk, Ukrainian President Volodymyr Zelenskyy, Lithuanian President Gitanas Nauseda, Latvian President Edgars Rinkevics, NATO Secretary General Mark Rutte, European Central Bank President Christine Lagarde and European Investment Bank Governor Nadia Calvino.
The Forum takes place in Munich at the Bayerischer Hof Hotel (one of Germany’s most famous and historic hotels) and the new ultra-luxurious Rosewood Munich Hotel, under the leadership of MSC Chairman, Ambassador Wolfgang Ischinger.
According to the organizers, the security conference “will create a unique moment to deepen strategic discussions and strengthen the cooperation needed to address the most pressing global challenges of our time.
Maia Sandu’s speech will take place on the first day of the conference, between 17-30 and 18-15 CET.

On the sidelines of the conference, President Maia Sandu held a number of bilateral meetings, including with US Secretary of State Marco Rubio and NATO Secretary General Mark Rutte.
“I am in Munich these days to discuss with leaders from Europe and other parts of the world the security of the Republic of Moldova and support for our European path. In a context of global instability, Moldova is building strong and reliable partnerships. We need joint solutions to the risks that threaten our stability in order to maintain peace and remain part of the free world,” Maia Sandu commented on her participation in the Munich Security Conference.

The President’s press service did not provide media coverage of Maia Sandu’s speech at the panel discussion “Destructive Ambiguity: Deterring and Countering Hybrid Warfare.” However, according to foreign media, she spoke, among other things, about “cognitive warfare.”
According to EuroNews, Maia Sandu stated at the panel that Moldova “has likely survived all the elements of hybrid warfare,” but “the most difficult is cognitive warfare,” which, according to her, is “elusive and can have a significant impact.” She used this term to describe Russian disinformation campaigns targeting people with messages discrediting Moldovan institutions and the country’s pro-European stance, EuroNews notes.
It is worth noting that Defense Minister Anatolie Nosatyi is also participating in the conference. His program includes a series of bilateral meetings with counterparts from partner countries and high-ranking officials. Discussions will focus on the current state of bilateral cooperation and prospects for strengthening partnerships.
