“Lukoil to sell foreign assets

Russia's second-largest oil producer Lukoil said it plans to sell its overseas assets after the U.S. Treasury Department imposed sanctions on the company to pressure the Kremlin to end the war in Ukraine, Logos Press reported.

“The sale of assets is carried out in accordance with the U.S. Office of Foreign Assets Control (OFAC) license to wind down operations. If necessary, the company plans to apply for license extension to ensure smooth operation of its foreign assets,” Lukoil said in a press release Monday evening.

“Consideration of applications from potential buyers has already begun,” the company added.

Last week, the U.S. Treasury Department said it had imposed sanctions on Lukoil and another Russian oil giant, Rosneft. It also noted that the restrictions apply to all entities owned 50% or more by each of these companies, directly or indirectly, even if they are not on the OFAC list.

“Lukoil operates in more than 30 countries. It owns the 190,000 bpd Lukoil Neftochim Burgas refinery in Bulgaria, the largest in the Balkans, as well as the Petrotel refinery in Ploiesti, Romania. In Southeastern Europe, Lukoil also has operations in Serbia, Croatia, Montenegro, Moldova and Northern Macedonia.

As of the beginning of 2025, the company has more than 2.4 thousand filling stations outside Russia. According to various sources, there are 102-106 Lukoil filling stations in Moldova. In addition to filling stations, the company owns three oil product storage bases, including one gas terminal.
