
The new regulation updates the procedure for changing the category of agricultural, forest and water fund lands in accordance with the recently adopted new Land Code. The main innovations boil down to simplification of the transformation process. In particular, the updated regulations, as compared to the previous ones, no longer require mandatory coordination with local self-government bodies of the process of changing the target category of state-owned land.
At the same time, the new regulation also contains clear limitations. For example, this normative act introduces a ban on the extraction of minerals on forest and water fund lands. It is likely that the application of this measure will regularize sand mining in river basins.
The regulation also specifies the specifics of changing the category of forest and water fund lands for the placement of buildings on them.
