Istratii on the Competition Council: a systemic crisis

The crisis in the Competition Council is not only caused by the resignation of the chairman, but also by the lack of staff and the heavy workload, which requires urgent strengthening of the institution, according to Logos Press.

“Of course, the problem is not only about finding a new director – it is also about the human resource capacity of the institution, because there are a lot of vacancies. It is necessary to hold competitions, hire people who will do their job,” said Istratii.

Marcel Spatar, Chairman of the Commission for European Integration, said that the workload in the Council is really large and complex: “European competition law is very extensive and its transposition requires thorough consultation with the business environment, which implies a huge amount of work. If there is not enough capacity, we understand that there are delays. But it is important to understand where we stand and to monitor progress.”

As a reminder, Alexei Herzescu, the chairman of the Competition Council, officially tendered his resignation from his position, citing personal circumstances. This step followed the criticism of his report at the parliamentary hearings on the implementation of the National Program of EU accession.

By law, the members of the Plenum of the Competition Council, including the chairman, are appointed by the Parliament on the proposal of the Speaker. As Marchel Spatar noted, a new director “needs to be found quickly”.

As of January this year, the council had 8 vacant positions up for competition.
