International treaties on diplomas, taxes and citizens’ rights entered into force

Today, the Foreign Ministry has publicized the entry into force of four international treaties between Moldova and the European Union, Slovakia and Ukraine, Logos Press reported.

International treaties on diplomas, taxes and citizens’ rights entered into force

“Justice.”

In particular, it refers to the international agreement between Moldova and the EU on Moldova’s participation in the Justice Program (JUST). This Program operates from 2021 to 2027. It provides funding to support judicial cooperation in civil and criminal cases (e.g. training for judges and other lawyers) and effective access to justice for citizens and businesses. And effective access to justice in Europe, including the rights of victims of crime and procedural rights in criminal proceedings. One of the objectives in this area is to promote effective redress, including through electronic means (e-justice).

In addition, this Program supports the maintenance and expansion of the e-justice portal(https://e-justice.europa.eu/), which contains useful documents and databases to facilitate access to justice for citizens (e.g. information on cross-border proceedings, rights of victims of crime or defendants in proceedings, family law, “Find a Lawyer” and “Find a Notary” interfaces) and businesses (e.g. interlinked search engines for insolvency registries, business registries, European payment forms, European payment registers, and other relevant information).

“Citizens, equality, rights and values”

Also on April 2, the international agreement between the Republic of Moldova and the EU on Moldova’s participation in the program “Citizens, Equality, Rights and Values” (CERV) came into force. It was created simultaneously with the “Justice” program for 2021-2027 within the “Justice, Rights and Values” fund. The program covers four areas: promoting rights, non-discrimination, equality; promoting the involvement and participation of citizens in the democratic life of the Union; combating violence, including against children; and protecting and promoting the value of trade union.

Civil society organizations operating at local, regional, national and transnational levels, as well as other stakeholders, can apply for CERV funding for initiatives aimed at citizen engagement, equality for all, and the protection and promotion of EU rights and values. The application can be submitted on the program’s website.

On avoiding double taxation

On May 1, 2025, the Protocol between the Republic of Moldova and Slovakia amending the Convention between the two countries for the avoidance of double taxation and the prevention of evasion of income and property taxes entered into force. It was signed on September 10, in Bratislava. The initiative belongs to the Slovak side.

Among the changes – the procedure for taxation of dividends (at a rate of 5% at source, by introducing the condition that the beneficial owner will hold for 365 days a share in the share capital of the company distributing dividends). Also, the Convention is supplemented with an article “Right to benefits” to limit the granting of established benefits in case it is established that the arrangements or any other transactions of the interested party were made only in order to benefit from the Convention, etc.

Diplomas legalized

The Agreement between the Government of the Republic of Moldova and the Cabinet of Ministers of Ukraine on mutual recognition of documents on education and scientific titles, concluded in Kiev on January 25, 2025, has been in force since May 5, 2025.
