
This was reported by the Moldovan Chamber of Commerce and Industry, noting that at the last meeting of the Coordination Committee of the State Program for the Creation and Development of Industrial Parks, approved by the government, the Operational Guidelines of this state program were approved, as well as the directions of the committee’s activity in the next stages of its implementation were defined.
According to the CCI, the meeting was attended by the president of the Moldovan Chamber of Commerce and Industry, Mr. Serghei Harya. The Chamber has made a significant contribution to the development of the legal framework in this field, having co-authored the first Law on Industrial Parks, adopted in 2007 and updated in 2010. Over the years, the Chamber of Commerce and Industry of Moldova has consistently supported the public-private dialog and the promotion of best practices in this field. Recently, during the annual Pro-Industrie conference held on October 3, a panel discussion on industrial parks was organized, where national experience and Romanian examples were presented.
The State Program introduces a modern classification of industrial parks into three distinct categories: general parks, parks specialized in innovative and technological areas, and multifunctional industrial platforms for small-scale production.
According to the Chamber of Commerce and Industry of the RM, the state support for the development of industrial parks will be aimed primarily at investments in infrastructure and logistics facilities without providing direct tax incentives. At the same time, clear partnership mechanisms between government agencies, the business environment, educational institutions and regional development structures are envisaged.
The Coordination Committee of the State Program for Industrial Parks Development includes representatives of the Ministry of Economic Development and Digitalization, Ministry of Finance, Ministry of Infrastructure and Regional Development, Congress of Local Authorities of Moldova, Entrepreneurship Development Organization and Chamber of Commerce and Industry. The Committee approves the Operational Manual of the program; coordinates, monitors and evaluates the implementation activities; evaluates applications for the creation of new industrial parks; considers applications for the inclusion of partially created industrial parks in the program; decides on the signing of memoranda of understanding for further infrastructure development; approves the extension of the program implementation period.
