
These data will not be included in the physical document, but they will be available in the State Population Register through the MConnect platform. The Parliament decided this at a sitting on May 22, making amendments to the normative acts that have a bearing on the identification card issued to Moldovan citizens and the residence permit issued to foreign citizens, stateless persons, refugees and persons enjoying humanitarian protection. These amendments are aimed at harmonizing the national regulatory framework with the EU legislation.
The law also exempts from paying state duty for registration at the place of residence and (or) temporary stay of newborn children during their initial registration in the State Register of Population. This benefit will also apply to children under the age of 14 who do not have an identification card when they register in the State Population Register after updating the data in their birth certificate.
Children of foreigners or stateless persons who entered Moldova unaccompanied by an adult or who remained on the territory of our country without a document are exempted from paying the state duty.
The changes also concern the way the names of national minorities are recorded in official documents. Thus, persons belonging to national minorities have the right to use their names in the form accepted in their native language. At the same time, when specifying the surname and first name of foreigners in a residence permit document, they are not translated or transliterated, but are indicated in accordance with their Latin script in the national passport or travel document issued by the competent authorities of the foreign state.
The identification card, in addition to the personal data of the beneficiary, also contains an electronic signature valid for five years, which will allow access to data in electronic format.
According to the Public Services Agency (ASP), more than 50,000 people have requested the new identification cards. These documents will be provided free of charge to 1 million people. The benefit is valid if it is the first time an ID card is requested within a maximum issuance period of 20 working days. The costs will be covered by the ASP budget. In the future, the fee for issuing an identification card will amount to 290 lei.
