In Parliament, 70% of projects are approved with violations of transparency principles – Promo-LEX

This week's plenary session of parliament was marked by intense debate on the draft law on amending the mechanism of voluntary unification of administrative-territorial units, but there were also issues related to the transparency of the decision-making process, which affected a significant part of the drafts considered.

This was stated by Promo- LEX association in the weekly report on monitoring the legislative process.

The association notes that in the case of 70% of the adopted draft laws, violations of transparency principles occurred either due to failure to comply with the term of consultations with stakeholders established by law, or due to the late publication of important documents, such as committee reports, legal opinions or summaries of amendments. In some cases, committee reports were approved on the day of the plenary session, limiting the possibility for both deputies and the public to familiarize themselves with them.

In this context, Promo-LEX notes that this practice raises questions about the quality of the decision-making process and the ability of deputies to vote with full knowledge of the facts.

The initial agenda of the parliament included 13 items approved by the Permanent Bureau on the eve of the meeting. However, the beginning of the meeting was characterized by numerous motions to change the agenda from both the majority and the opposition. A request to postpone the meeting from the Committee on Economy, Budget and Finance was accepted, while all other opposition initiatives were rejected. As a result, the agenda was reduced to 12 items and approved by 54 deputies.

As for the legislative activity, 10 bills and two decisions were adopted during the session. The bills came from both the parliamentary majority and the government, and in one case from the opposition. In addition, at least five bills were adopted by consensus, including in areas such as data protection, agriculture or combating illicit trafficking in substances.
