
Note that the vetting process began in April 2022. The Pre-Vetting Commission was the first to start its work, which was to evaluate candidates applying for positions in the self-governing bodies of judges and prosecutors.
According to zdg.md. The Commission for the Evaluation of Prosecutors issued 32 decisions regarding candidates for positions in the boards under the control of the Superior Council of Prosecutors (SCP), of which 26 were for incumbent prosecutors.
Theprosecutors evaluated were: Marcel Dimitras, Mariana Gornia, Natalia Andronic, Corneliu Lavciuc, Constantin Siusu, Tatiana Gulia, Nicolae Zanevici, Octavian Lazarev, Grigori Niculice, Vasile Buzu, Viorel Beiu, Alexandru Lozan, Eugenia Zubco.
Prosecutors who were not vetted: Inna Fencovskaia, Alexandru Nikita, Oleg Baciu, Gennadii Pirlii, Victor Comerzan, Ion Bunica, Vladislav Gutsan, Vsevolod Ivanov, Corneliu Popescu, Iancu Zaporozhan, Ion Tetscu.
Prosecutors who were vetted due to their intention to run for prosecutorial self-governance, but who did not pass it, can continue working in the system, as the 2022 law does not provide for restrictions.
The next certification of prosecutors begins in 2024. The Commission notes that after receiving notifications of the start of the next attestation process, 27 prosecutors resigned within the statutory 20-day period from the date of notification: 10 from the Anti-Corruption Prosecutor’s Office (AP), 15 from the Prosecutor’s Office for Organized Crime and Special Cases (POCSO) and two from the Prosecutor General’s Office (PG). Veronika Dragalin, former chief prosecutor of the Anticorruption Prosecutor’s Office, resigned more than 9 months after the date of notification, so, according to the legislation, she did not pass the external certification.

According to the Prosecutors’ Performance Evaluation Commission, by August 11, 2025, the Commission approved 8 prosecutors’ performance evaluation reports. The final decision is made by the High Council of Prosecutors, which can accept or reject the evaluation reports. Thus, according to the same information, two prosecutors did not pass the evaluation and six did. Prosecutors who have not been evaluated by the commission are disqualified from holding the position of prosecutor as well as other public positions for 5 years.
The prosecutors against whom the evaluation is proposed to be approved are: Marchel Dumbravan, Octavian Iacimovski, Mariana Lahu, Alexandru Cernei, Victor Muntean, Georgi Karadzha. Prosecutors for whom it was proposed not to approve the evaluation: Iryna Tonkoglaz (Murgulec), Veronica Dragalin.
How the judges were evaluated
The Commission for the Evaluation of Judges presented a list of judges who passed the evaluation and those who failed the integrity test. As part of the pre-screening procedure, according to the law, a candidate’s withdrawal from the competition is tantamount to a failure to pass the evaluation. As in the case of prosecutors, judges who applied to join the judicial self-governance bodies but failed the integrity test were not restricted from working in the system. In contrast, judges who were routinely vetted would not be able to hold office in the system for five or seven years.

The Commission for the Evaluation of Judges stated that 22 out of 25 judges of the Supreme Court of Justice resigned before the audit, while two, Ion Guzun and Tamara Kishka-Doneva, resigned after receiving notification from the Commission. At the same time, 36 judges of the appellate chambers and 10 presidents or deputy presidents of courts resigned before receiving notification of the certification.
