This service is available with or without an electronic signature, with or without an identity card or residence permit. The application can be submitted in person or by proxy through MPower.

The verification of the data for processing the application (ID card, medical certificate, driving license, if necessary MPower authorization, driving test results, data on driving restrictions) is done automatically, while the medical certificate (form F 083/e) is required when exchanging an old-style driving license, but is not necessary for requesting a license valid for 10 years.

For the production of the document, the Public Services Agency will use the existing image in its database, provided that it is not more than 5 years old.

The price of such a service depends on the category of the applicant and the term of issuance. For example, the standard cost of producing a driver’s license in 20 days is 420 lei, while the shortest term – on the day of application – is 2120 lei.

As for the online service of buying and selling cars, it is available only with an electronic signature, placed in EVO and on the portal of public services. At the same time, the maximum amount of the transaction cannot exceed 50 average monthly salaries, provided that the vehicle is not under restrictions, leased or rented and has new license plates.

According to Mircea Eşanu, director of the Public Services Agency, “the main goal of the innovations is to radically change the way citizens interact with public institutions, regardless of whether they are in the country or abroad. Digitization of public services means faster, safer and more efficient access to basic documents. We continue to innovate to offer citizens transparency and reduce bureaucracy.”

According to the Director of the e-Governance Agency Nikoleta Kolomeyets, this is already the 23rd public service digitized by the agency and provided by the Public Services Agency.
