“Heart of Moldova” on the verge of withdrawing from the elections

The Chisinau Court of Appeal has satisfied the suit of the Justice Ministry and restricted for 12 months the activity of the Republican Party "Heart of Moldova" of the ex-bashkan of Gagauzia, Irina Vlah, - reports Logos Press.

The decision may be appealed within 15 days to the Higher Judicial Chamber.

Iryna Vlakh called the decision of the Appeal Chamber “a blatant political order”: “It fits into the scenario of the authorities, the goal of which is to silence our team”.

The electoral patriotic bloc, which includes “Heart of Moldova”, said that Irina Vlah and her party remain in the team: “Their voice will be heard, their struggle will continue despite the dirty tricks of the authorities”.

The leader of the PSRM territorial organization in Balti, Maxim Morosan, wrote in social networks: “The restrictions on the Heart of Moldova party are related exclusively to the position of its leader Irina Vlah, who refused to cooperate with the current government”. At the same time, he did not specify what kind of cooperation he was referring to.

We shall remind you that on September 17, 2025, the Central Electoral Commission satisfied the complaints of the “Moldovan National Party” (PNM) and the “Alliance of Liberals and Democrats for Europe” (ALDE), having decided to initiate a comprehensive audit of the financing of the activity of the “Republican Party Heart of Moldova”. The audit concerns the period from May 1 to August 31, 2025, and the electoral campaign of the entire bloc – the period from August 3 to October 1, 2025. The report should be completed by March 31, 2026, with the possibility of extending the term based on a reasoned justification.

Without waiting for the results of the audit and the court decision, on September 19, 2025 the Ministry of Justice applied to the Court of Appeal with a request to limit the party’s activity for 12 months. On September 25, the Court of Appeal granted it. On the same day the Constitutional Court refused to accept the request of the party’s lawyer Fadey Nagachevski to check the constitutionality of the provisions of the law on political parties. The lawyer saw in this synchronization “dirty tricks, directed from the top of power”.

Following the CEC’s decision, Iryna Vlach appealed to diplomatic missions and international observers, calling for attention to “abuses of power” and for an assessment of these events to be included in future reports. “PAS is in a panic: they want to remove INIMA MOLDOVEI from the elections,” is how Heart of Moldova titled its appeal. So far, there have been no reactions from embassies and representative offices of international organizations in our country. Meanwhile, three EU countries have announced an entry ban for Irina Vlah.

In early September, the “Heart of Moldova” party reported about police searches of a number of its activists: “The police reported about 60 searches, but most of them had nothing to do with our colleagues,” the party said and promised to conduct “its own investigation”.

This week, on September 24, a meeting of the National Political Council of the Heart of Moldova party was held to examine “the activity of a number of party members in terms of donations they had previously made.” Based on the information presented, the Executive Bureau decided to expel a group of party members whose actions contradicted the principles of transparent and legal funding.

According to the Law on Political Parties, during the period of restriction of the activity of a political party it is prohibited to participate in elections and referendums independently or jointly, to produce, provide, distribute and disseminate political advertising, to establish mass media, to organize meetings, rallies, demonstrations, picketing and other public events, to use all kinds of bank deposits, except when they are necessary for settlements under concluded contracts, as well as settlements related to the activities of a political party.
